Hey Andy,
99% of neons run at 12v so your cig lighter output will be fine. If you have any extra amplifiers in your car then you can also use the 12v remote signal that comes from your head unit, provided you dont have more than 2 or 3 lights.
If you need 9v then a potential divider will do fine:
With your 12v supply connected to 'Vs'. Use a 25 ohm resistor for R1 and a 75 ohm resistor for R2. But depending on how much current your lights need, you may need to use higher than normal wattage resistors.

EDIT: at least i think thats right, lol, dont know how much current you'll be able to pull from a circuit like that, might be better to use a 9v voltage regulator
