Rev limitting is caused by Crankshaft position sensor distancing. If it is a fraction of the way out from its location you will experiance early limitting at about 4-5000rpm the further out it comes the lower the limit. try tightenning the CKP sensor bolt be careful tho as the plastic housing on these is a bit naf!
