Is it just my area, or has anyone else noticed an increase in drivers (usually elderly) who think the solution to the not driving with a phone law is simply just stopping where they are in the middle of the road, putting on the hazards and answering. Ive lost count of how many times ive nearly had accidents because someones doing this on national speed limit country lanes, or on a bend, (if i'd have hit them I'd blamed) also have to contend with them pulling over into cycle lanes and blocking me when Im on the bike.
Surely this must still be illegal, as they've not pulled over into a safe place.

hehe not so many of them know its illegal to sit behind the wheel with engine running holding a mobile so yes they can get done.the number who pull up on hard shoulders do my head in

people actually pull over where you live? I see at least one person on their mobile while driving each day... they never pull over!

There was this utter twunt the other day who was first at the traffic lights (single lane) who no one couldn't work out why he wasn't moving when it was on green.
Only when the rather large bloke in the car behind got out to see what the problem was did anyone realise it was coz the complete banker was taking a call.
