Played this for a bit yesterday, for a PSP game it looks stunning, but I'm very disappointed with it.

First for the positives:

Huge amount of cars
Large number of tracks
PS2 quality graphics
Physics are good
Menu's are easy to navigate

Now here are the negatives:

No career mode
Only 4 manufacturers available to buy from at any one time
No modifications/serious tuning options
Only 3 opponents in racing
Can only store "tunes" for up to 30 cars at any one time
No particular rewards structure

I'll expand on a couple of the negatives. No career mode, just what it says on the tin. All cars and tracks are unlocked from the start, and the only racing options you have are Single Race, Time Trial or Drift, yep not even an option for a tournament or anything.

Now to clarify about the manufacturer availability. Every two days in game the manufacturers you can buy cars from changes. And you can only buy cars from 4 manufacturers on any given day. Add to this that a manufacturer can only have 12 cars maximum available in a day and you start to see some fundamental problems.

On the plus side the game has 5 coupes you can buy (It took me 34 in game days to see hyundai in the dealerships section thanks to the 4 per 2 days "feature")

Gen 2 (Tiburon Turbulence)
3 Gen 3's ('01 Coupe FX (Euro spec coupe), '01 Tiburon (US spec), '01 Tuscani (Euro spec with Tuscani badges and high level spoiler))
Gen 3 Coupe Cabriolet Concept
